Best small software development companies for startups in 2026

Sixteen small software development companies that build first products for startups and serve US clients, every one under 50 staff on Clutch. For each firm you get the city, founding year, team size, Clutch rating and review count, hourly band and minimum project size, read from its Clutch profile on October 17, 2026, plus what it's good at and what to check before you call. One disclosure before the table: Deepsel, the company publishing this page, is on the list. We put ourselves where the sorting rule puts us, which is fifteenth, and the "what to check" line on our own profile is as blunt as the others.
The 16 firms at a glance
Sorted by Clutch review count, then rating, then name. More reviews means more for you to read before the first call, and usually an older firm; it doesn't mean a better one. The bands are Clutch's own fields. Where a firm publishes a different hourly number on its own site, the profile below quotes it.
| # | Firm | Based in | Founded | Team | Clutch rating (reviews) | Hourly band | Minimum project | Best for |
|---|---|---|---|---|---|---|---|---|
| 1 | Chop Dawg | Philadelphia, PA (+3 locations) | 2009 | 10 to 49 | 4.8 (113) | $50 to $99 | $1,000+ | Mobile apps with a published monthly price |
| 2 | Simpalm | Rockville, MD (+4 locations) | 2009 | 10 to 49 | 4.9 (65) | Undisclosed | $10,000+ | Mobile and web products with design included |
| 3 | Sthenos Technologies | North Bethesda, MD (+1 location) | 2007 on Clutch; site says registered 2021 | 10 to 49 | 5.0 (43) | $150 to $199 | $5,000+ | Priced MVP bands from a US shop |
| 4 | LOW/CODE Agency | Not stated on Clutch or its homepage | 2019 | 10 to 49 | 4.9 (35) | $50 to $99 | $10,000+ | Low-code and AI builds, US market |
| 5 | Altar.io | Lisbon, Portugal | 2015 | 10 to 49 | 4.9 (28) | $50 to $99 | $25,000+ | Product design plus build for funded startups |
| 6 | Makers' Den | Berlin, Germany | 2018 | 10 to 49 | 4.9 (27) | $50 to $99 | $10,000+ | React web apps |
| 7 | Asper Brothers | Warsaw, Poland | 2007 | 10 to 49 | 4.8 (21) | $50 to $99 | $10,000+ | MVPs with a UX focus from Central Europe |
| 8 | Minimum Code | Vienna, Austria | 2022 | 2 to 9 | 4.9 (11) | $50 to $99 | $5,000+ | No-code (Bubble) MVPs and migrations, EU hosting |
| 9 | SPARK6 | Santa Monica, CA (+ Salt Lake City, UT) | 2011 | 10 to 49 | 5.0 (10) | $150 to $199 | $10,000+ | Design-led e-commerce, mobile and AI agents |
| 10 | Horizon Labs | Irvine, CA (+ Emeryville, CA) | 2019 | 10 to 49 | 5.0 (9) | $100 to $149 | $5,000+ | Marketplaces and MVPs with published prices |
| 11 | MTechZilla | India (per its site); location blank on Clutch | 2021 | 10 to 49 | 4.9 (9) | Under $25 | $10,000+ | Lowest hourly band, AI and cloud work |
| 12 | E8 Labs | San Jose, CA | 2017 | 10 to 49 | 4.9 (4) | $150 to $199 | $25,000+ | Mobile apps on a 90-day plan, Bay Area |
| 13 | DevSquad | Salt Lake City, UT | 2014 | 10 to 49 | 5.0 (2) | $50 to $99 | $25,000+ | A dedicated squad on a Laravel stack |
| 14 | ThinkNimble | Washington, DC | 2018 | 10 to 49 | 5.0 (1) | $150 to $199 | $10,000+ | Non-technical founders who want a senior US team |
| 15 | Deepsel | Wilmington, DE (registered office); engineering in Hanoi, Vietnam | 2018 | 2 to 9 | No Clutch reviews yet | None (flat prices): $3,000 one-week sprint; $4,000 a month half-day or $8,000 full-time per senior engineer; $15,000 a month fractional CTO with build team | $3,000 (the sprint) | Non-technical founders who want prices published and the code in their own accounts |
| 16 | IG Digital Lab | Sacramento, CA | 2025 | 2 to 9 | No Clutch reviews yet | $150 to $199 | $1,000+ | Finishing or rescuing a stalled build |
How we chose the firms
Four criteria, applied in order.
- Under 50 staff. The firm sits in Clutch's 2 to 9 or 10 to 49 employee band. Twelve firms that appear on other "best for startups" lists turned out to be larger on Clutch and were left out: Designli, thoughtbot, Atomic Object, Airdev, Goji Labs, Emergent Software, Swovo (Flatirons Development), Devlane, Seedium, AppMakers USA, Tapptitude, Startup House. All are in the 50 to 249 band except Goji Labs at 250 to 999.
- Builds first products for startups. MVPs, marketplaces, SaaS, mobile apps. Firms that only do staff augmentation or enterprise integration were skipped.
- Serves US clients. A US office, or US clients named in its Clutch reviews. Full Metal Software in England ranks for project rescue but all its reviewers are British, so it's out.
- Public rates or minimums, and a Clutch profile. So you can check the numbers yourself. Two firms (Deepsel and IG Digital Lab) have no reviews yet and are included because their prices are public; both are flagged.
Where the names came from: the ranking lists that Google shows for these searches (Rorix, Horizon Labs, Minimum Code, MTechZilla, Cieden), plus firms whose own pages rank for related terms such as MVP cost, project rescue and startup development. Clutch profiles were read on October 17, 2026; every rating, review count, band and founding year above comes from that read, and each profile below links to its source. Two traps we hit along the way, so you don't: Clutch's horizon-labs slug is an Australian company, the US firm is horizon-labs-0; and upsilon-labs on Clutch is not the Upsilon (upsilonit.com) named in other lists. GoodFirms was not checked.
Why small, and why the cut at 50. Rorix's list of small firms counts anything from 10 to 250 people as small. We don't. A startup wants a small firm because the person who scopes the work is the person who builds it, and that stops being true somewhere well below 250. Clients say it in reviews: "I felt like nobody paid attention to my project because it is not large enough for them" (Clutch, September 2021), from a startup that left a bigger vendor for a smaller one.
The 16 small software development companies, one by one
Each profile has two parts. "Good at" is what the firm does and what it publishes. "What to check" is the question to ask before you sign, drawn from the gaps in its public record. Sources: the Clutch profile (Clutch profile, read October 17, 2026) and the firm's own site.
1. Chop Dawg
Philadelphia, PA (+3 locations). Founded 2009. Team 10 to 49. Clutch 4.8 from 113 reviews. Hourly $50 to $99. Minimum $1,000+. chopdawg.com, Clutch profile.
Good at. Mobile is 80% of the work on its Clutch profile and web the other 20%, and the site claims "500+ startups, enterprises, governments, and universities" since 2009. Prices are public, which makes it one of six firms on this list (us included) where that is true: an MVP "You Can Ship" runs 1 to 4 months and "Starts at $7.5K/mo", and design "Starts at $5K/mo" (pricing page). The newest Clutch review came from the founder of YardPair on October 13, 2026, four days before we read the profile. MTechZilla's startup list puts it at #2.
What to check. 113 reviews is the largest body of evidence on this list. Read the 4-star ones as well as the 5s. A monthly price means the final number depends on how many months you need, so ask for the scope that fits in one. And don't read much into the $1,000 minimum, a Clutch listing field, when the MVP offer itself starts at $7,500 a month.
2. Simpalm
Rockville, MD (+4 locations). Founded 2009. Team 10 to 49. Clutch 4.9 from 65 reviews. Hourly Undisclosed. Minimum $10,000+. simpalm.com, Clutch profile.
Good at. Calls itself a "Digital Product Development Company". On Clutch, mobile is 40% of the work, web 30%, web design 15%. The record is long rather than loud: 65 reviews at 4.9 over seventeen years, the latest from the founder of WellFit Wisdom on December 1, 2025. MTechZilla's startup list has it at #6.
What to check. There's no hourly band on Clutch and no price on the site. Get the number in writing before the second call. Five locations for a firm of 10 to 49 people also means you should ask where the engineers on your project sit.
3. Sthenos Technologies
North Bethesda, MD (+1 location). Founded 2007 on Clutch; site says registered 2021. Team 10 to 49. Clutch 5.0 from 43 reviews. Hourly $150 to $199. Minimum $5,000+. sthenostechnologies.com, Clutch profile.
Good at. Custom software and AI for small and mid-sized businesses, and a certified women-owned small business (EDWOSB and WOSB). The MVP bands are published: "$5,000 to $25,000 for a lean web MVP, $25,000 to $60,000 for a standard MVP", alongside "Our published rate is $150 to $250 per hour" (MVP cost page, October 7, 2026). That page sat fourth on Google for "how much does it cost to build an mvp" when we checked on October 8, 2026, so you may already have read it. The latest review is from the founder of Future NRG, December 13, 2025.
What to check. Two founding dates. Clutch says 2007; the site says "Registered as Sthenos LLC in Maryland in 2021". Ask which entity your contract is with. The top of the published rate ($250) also sits above the Clutch band, and at $150 to $250 an hour a $25,000 MVP buys 100 to 170 hours of work. Ask exactly what those hours cover.
4. LOW/CODE Agency
Not stated on Clutch or its homepage. Founded 2019. Team 10 to 49. Clutch 4.9 from 35 reviews. Hourly $50 to $99. Minimum $10,000+. lowcode.agency, Clutch profile.
Good at. The site's own line is "400+ projects built. AI-native. Fortune 500s to first time founders." Low-code and AI builds, in other words. Thirty-five reviews at 4.9 in seven years, and the newest is fresh: the president of White Coat Planning, September 21, 2026. Minimum Code's MVP-agency list places it third as the US pick for no-code work.
What to check. We couldn't find a headquarters on Clutch or the homepage, so ask where the team is and which law governs the contract. The pricing URL returned a 404 on October 17, 2026. One more thing to budget: a low-code build carries a platform subscription after launch, and a migration if the product outgrows the platform.
5. Altar.io
Lisbon, Portugal. Founded 2015. Team 10 to 49. Clutch 4.9 from 28 reviews. Hourly $50 to $99. Minimum $25,000+. altar.io, Clutch profile.
Good at. Product design and build for startups: custom software is 40% of its Clutch work, AI development 25%, mobile 15%. Instead of a rate card it publishes worked examples, "Arts Marketplace 2 months €18k" and "Community Management Platform 3 months €40k" (pricing page). US clients show up in the reviews, among them the founder of Loan Lynx in New York (August 28, 2024) and Intus HQ (August 1, 2025). Cieden's MVP list has it at #9; Techreviewer lists it too.
What to check. Lisbon runs five to eight hours ahead of the US, so settle the overlap window first. The $25,000 minimum rules out a small test. And read the Intus HQ review before you sign: "the project turned out to be more complex than initially expected, which meant the final cost was higher than the original estimate" (Clutch, August 1, 2025). Ask how an estimate turns into a cap.
6. Makers' Den
Berlin, Germany. Founded 2018. Team 10 to 49. Clutch 4.9 from 27 reviews. Hourly $50 to $99. Minimum $10,000+. makersden.io, Clutch profile.
Good at. A React shop, and it says so on the door: "Your ReactJS Agency for Web & Apps". Clutch splits the work into custom software 30%, web 30%, mobile 20%. Twenty-seven reviews at 4.9, the newest from a growth marketing director at Perk on April 21, 2026, and a founding story that starts in late 2017 by the site's account (Clutch says 2018).
What to check. Specialists are good at the thing they specialise in, so if your product needs native mobile or heavy data work, ask who does that part. Berlin is six to nine hours ahead of the US. Before assuming the overlap works, count how many of the 27 reviewers sit in your time zone.
7. Asper Brothers
Warsaw, Poland. Founded 2007. Team 10 to 49. Clutch 4.8 from 21 reviews. Hourly $50 to $99. Minimum $10,000+. asperbrothers.com, Clutch profile.
Good at. The homepage headline is "Experts in MVP Development for Startups", and the Clutch split matches: custom software 40%, UX/UI design 30%. The newest review is American, Gympera in Chicago, for "MVP Web App Development for Fitness Mktg Platform" on January 7, 2026.
What to check. Nineteen years in business and 21 reviews means most clients never wrote one. Ask for two you can call. The 4.8 tells you a few reviewers held something back; read those first. Warsaw is six to nine hours ahead of the US.
8. Minimum Code
Vienna, Austria. Founded 2022. Team 2 to 9. Clutch 4.9 from 11 reviews. Hourly $50 to $99. Minimum $5,000+. minimum-code.com, Clutch profile.
Good at. Web apps, Bubble builds, migrations off Bubble, and what it calls AI-native development, all "EU hosted". Eleven reviews at 4.9 in under four years, the newest from the founder of Versadox on July 22, 2026. You may have met the firm already through its own MVP-agency list, which ranks on Google for these searches and puts Minimum Code first.
What to check. Two to nine people, founded 2022. Ask who covers when the lead is out. Bubble carries platform fees and, if you outgrow it, a migration, a service Minimum Code also sells. EU hosting helps with GDPR; if you need US data residency, ask. The pricing URL returned a 404 on October 17, 2026.
9. SPARK6
Santa Monica, CA (+ Salt Lake City, UT). Founded 2011. Team 10 to 49. Clutch 5.0 from 10 reviews. Hourly $150 to $199. Minimum $10,000+. spark6.com, Clutch profile.
Good at. Describes itself as "An AI-first design and development agency", and the service list runs e-commerce, mobile, UX/UI, web and AI agents. Ten reviews averaging 5.0, the newest from the COO of Kindra, February 5, 2025. Horizon Labs' small-business list places it third.
What to check. Ten reviews in fifteen years is a thin public record for a firm this old. At $150 to $199 an hour the $10,000 minimum buys 50 to 65 hours, so ask for a fixed-scope quote rather than a block of time. The pitch is design-led; find out who writes the back end and who keeps it running after launch.
10. Horizon Labs
Irvine, CA (+ Emeryville, CA). Founded 2019. Team 10 to 49. Clutch 5.0 from 9 reviews. Hourly $100 to $149. Minimum $5,000+. horizon-labs.co, Clutch profile.
Good at. MVPs, custom marketplaces on Sharetribe, AI systems and embedded software, "Founded out of YC". Nobody on this list publishes a clearer price list: "$2,500 fixed Interactive wireframes", "$5,000 to $30,000 Custom MVPs and marketplaces Most land around $20,000", and "$120/hr under 250 development hours/month, $100/hr over 250" (pricing page). The site's case study is a marketplace migration for RareWaters, and the newest Clutch review, from a founder, covers "Marketplace App Features Dev for Consumer Products Co" (November 5, 2025).
What to check. Nine reviews. The firm also publishes its own "top companies" lists with itself at number one (one example), which is marketing, so weigh them as such. Watch the Clutch slug: horizon-labs-0 is this firm, and plain horizon-labs is an unrelated Australian company. Sharetribe, the marketplace platform it builds on, is hosted and carries its own subscription.
11. MTechZilla
India (per its site); location blank on Clutch. Founded 2021. Team 10 to 49. Clutch 4.9 from 9 reviews. Hourly Under $25. Minimum $10,000+. mtechzilla.com, Clutch profile.
Good at. AI development is 30% of its Clutch work, cloud 20%, custom software 20%, built for startups and scale-ups in the US and Europe by "senior dedicated developers from India". Nine reviews at 4.9; the newest is from the CTO of ReloShare in Chicago, November 12, 2025. If you searched "software development for startups" on October 8, 2026, its own startups listicle was the fifth result.
What to check. Under $25 an hour is the lowest band on this list. Buyers tend to read a rate that low as junior until shown otherwise, so ask for the CVs of the people who would sit on your project. The Clutch location field is blank; ask where the team sits and what the US overlap hours are. Its listicle ranks itself first.
12. E8 Labs
San Jose, CA. Founded 2017. Team 10 to 49. Clutch 4.9 from 4 reviews. Hourly $150 to $199. Minimum $25,000+. e8-labs.com, Clutch profile.
Good at. The pitch is to "launch applications within 90 days", mostly on mobile: 40% of its Clutch work, with custom software and web at 20% each. Two cases to look at are Suk Market, on the site, and the Watering Can App on Clutch (founder review, December 8, 2021). Rorix's list names it at #7 and Horizon Labs' at #4.
What to check. The newest of the four reviews is from 2021, so ask for two clients from 2025 or 2026. At $150 to $199 an hour the $25,000 minimum works out to about 125 to 165 hours. That's a short MVP. Get the scope in writing.
13. DevSquad
Salt Lake City, UT. Founded 2014. Team 10 to 49. Clutch 5.0 from 2 reviews. Hourly $50 to $99. Minimum $25,000+. devsquad.com, Clutch profile.
Good at. Sells dedicated squads of "2 to 6 developers" covering product strategy, design and development, with a Laravel and PHP focus on Clutch. Both Rorix's list and Horizon Labs' place it at #6. The Clutch reviews come from the CEO of Swell CX (May 31, 2018).
What to check. For a twelve-year-old firm asking $25,000 to start, two Clutch reviews from 2018 is a thin record. Ask for recent references you can call. Laravel is a solid stack; check that whoever maintains the product after launch can work in it.
14. ThinkNimble
Washington, DC. Founded 2018. Team 10 to 49. Clutch 5.0 from 1 reviews. Hourly $150 to $199. Minimum $10,000+. thinknimble.com, Clutch profile.
Good at. A "senior software development agency" that says it works with non-technical founders, "After 9 years and 150+ apps" (about page). On the homepage, El Camino Travel gives a testimonial. On Clutch, the one review is "Custom Software Dev for Travel Safety Platform" from a co-founder and CEO, August 9, 2022.
What to check. The public record is one Clutch review from 2022 and a date that doesn't line up: the site says nine years, Clutch says founded 2018. Ask which is right, then ask for three founders you can call. At $150 to $199 an hour, get the first milestone as a fixed price.
15. Deepsel
Wilmington, DE (registered office); engineering in Hanoi, Vietnam. Founded 2018. Team 2 to 9. No Clutch reviews yet. Hourly None (flat prices): $3,000 one-week sprint; $4,000 a month half-day or $8,000 full-time per senior engineer; $15,000 a month fractional CTO with build team. Minimum $3,000 (the sprint). deepsel.com.
Good at. The publisher of this list. Deepsel Inc. is a Delaware company; the senior engineering team works from Hanoi with a daily overlap window on US hours, led by the founder, Tim Tran. Services: AI and automation, custom software, web and mobile apps, SaaS products, MVPs, legacy modernization and a fractional CTO who builds. Shipped work you can open: Clubloungery (a booking marketplace), FitFoodies (a consumer app), and eIAM (the Swiss federal administration's central login, front end replaced with no downtime); the write-ups are on the projects page. Terms are month-to-month with a 30-day money-back guarantee, and the IP, repositories and servers are yours from the first commit. The software development for startups page has the prices, the process and the guarantees.
What to check. No Clutch reviews yet, so the proof is live products and contract terms rather than a rating. The shipped projects above are European, and US startups are the target market. It's a small team, so there's a waitlist when it's full, and meetings happen in the US overlap window. We built this list; weigh this row accordingly.
16. IG Digital Lab
Sacramento, CA. Founded 2025. Team 2 to 9. No Clutch reviews yet. Hourly $150 to $199. Minimum $1,000+. igdigi.com, Clutch profile.
Good at. The youngest firm here, with a specialty in finishing what someone else started. AI development is 30% of its Clutch work and custom software 25%. Prices are published: "Most IG Digital Lab projects land between $2,500 and $15,000", plus a 5-day audit whose "flat fee is $1,500 to $3,000, credited if we continue" (pricing page). Its rescue page ranked eighth on Google for "software project rescue" on October 8, 2026. The one case study is a nonprofit regional platform with "248 people registered in the first 66 days".
What to check. Founded 2025, no reviews yet, and the case study doesn't name the client, so ask for one you can call. An audit credited against the build is a sensible shape. Compare it with Deepsel's $3,000 sprint, which ships the critical fixes inside the week instead of crediting the fee, and with our project rescue page for how we take on an unfinished build.
How to pick a small software development company for your startup
Start with the money, because the minimums do most of the sorting for you.
- Under $5,000 to spend on a first step. Chop Dawg and IG Digital Lab list $1,000 minimums, Deepsel's smallest engagement is the $3,000 sprint, and Horizon Labs, Sthenos and Minimum Code start at $5,000. At this level you're buying an audit, wireframes or one narrow feature, and that's the right first purchase from a stranger.
- $10,000 to $25,000. Most of the list. Horizon Labs says most of its MVPs "land around $20,000"; Sthenos prices a lean web MVP at $5,000 to $25,000; Deepsel's one- to two-month MVP with the fractional CTO retainer is $15,000 to $30,000.
- $25,000 and up. DevSquad, E8 Labs and Altar.io won't start below it. Sthenos' standard MVP band is $25,000 to $60,000.
Next, the clock. Nine firms are US-based, four are in Europe, one is in India, one doesn't say where it is, and Deepsel's engineers are in Hanoi under a US company. Buyers who chose an offshore firm with the overlap hours agreed up front rarely complain about the clock afterwards (one of them is quoted in the FAQ below). The complaints that do appear are about something else: developers who don't ask questions, and work subcontracted without telling the client. So put two questions to every firm outside your time zone: which hours of my day will I reach the engineer, and does any of the work leave your company? Our older notes on outsourcing for startups and small businesses and communication in outsourcing cover the rest.
The hourly band comes third, and it needs reading the right way. A low rate costs you trust before it costs you money: "at 25/hr for engineering, most people would think it's some kid who doesn't know anything" (r/Entrepreneur, December 2025). A high rate proves nothing either. A founder who shipped this year put it best: "the rate was never what i was looking at. it was whether the person could tell me what something would cost before they built it. a dev who scopes accurately at $300/hr beats one at $150/hr who doesn't every time" (Hacker News, May 2026). Five firms here publish prices: Chop Dawg, Sthenos, Altar.io, Horizon Labs and IG Digital Lab, and Deepsel makes six. The others will quote after a call, and how they quote is the test.
Evidence comes fourth, and for a founder who can't read code, evidence means people. Review count and recency first: a 5.0 from one review in 2022 and a 4.8 from 113 reviews ending on October 13, 2026 are different kinds of information. Then a phone call: "ask to talk to a past client who is also non-technical, and ask them one thing: what broke after launch and how did the agency handle it" (r/microsaas, July 2026). Firms with no reviews, ours included, owe you a product you can open and a client you can call.
Then run a test. Buyers who hire well say the same thing in different words: "The only reliable fix is a small paid pilot before committing. Two to four weeks, tight scope, fixed price. You'll see communication patterns, code quality, and whether the senior lead actually shows up" (r/SaaS, March 2026). On this list the pilots with a price tag are Horizon Labs' $2,500 wireframes, IG Digital Lab's $1,500 to $3,000 audit, and Deepsel's $3,000 one-week sprint, described on our software development for startups page. Any firm will sell you one if you ask.
The contract comes last, and it belongs before the kickoff rather than after the first invoice. The code and the accounts in your name from day one ("make sure every contract says you fully own the code and ip once it's paid for use your own github repo so you always have access and backups", r/Entrepreneur, October 2025), named people, no subcontracting without consent, and a way out after the first milestone. Our guide on how to choose a software development company has the full question list.
What a small software development company costs in 2026
The directory view. US firms listed on Clutch average $50 to $99 an hour, India $25 to $49, Poland $50 to $99, and "most software development companies listed on Clutch charge between $24 to $49 an hour" (Clutch, September 2026). A survey of 127 providers found $30 to $49 the most common band at 37.8%, with 6.3% at $100 to $149 (Techreviewer, March 2026). Those pools are dominated by offshore firms; US shops' own published rates sit at $150 to $250 (Sthenos, above).
The project view. Vendor pages put a basic MVP at $15,000 to $40,000 (Appinventiv, October 2026), one small firm's own table has a working MVP between $10,000 and $25,000, taking 6 to 12 weeks (Rorix, October 2026), and a SaaS MVP at $40,000 to $100,000 (DistantJob, October 2026). Founders comparing quotes report $35,000 to $150,000 for a first version, including "80k fixed for the whole MVP" from one agency and "hourly at 150/hr and estimated 400-500 hours" from another (r/SaaS, October 2025). Our custom software development cost guide covers what pushes a quote up or down.
The Deepsel arithmetic, since we're on the list: $8,000 a month for a full-time senior engineer is about $50 an hour over 160 working hours, which is the bottom of Clutch's US band. A one- to two-month MVP under the $15,000 a month fractional CTO retainer is $15,000 to $30,000, and then the retainer stops. The MVP development cost guide and the SaaS development cost guide go line by line.
Small software development companies: frequently asked questions
What counts as a small software development company?
On this list, a firm that Clutch places in the 2 to 9 or 10 to 49 employee band as of October 17, 2026. Other lists stretch the word: Rorix's list of small firms for startups goes up to 250 people. At 250 people you're a project number; under 50, the owner is usually on your calls.
Why choose a small software development company for a startup?
The person who sold you the work is the person who does it, which rules out the agency switch where a senior lead sells and juniors deliver. Clients of small shops say so in their reviews: "With other agencies I interviewed, I talked with an account rep and felt like just another prospect. With LinxHQ, I interviewed with the owner" (Clutch, January 2021). The trade-off is capacity, so ask what happens when the lead is sick or busy.
How much do small software development companies charge?
On this list the Clutch hourly bands run from under $25 (MTechZilla) through $50 to $99 (seven firms) to $150 to $199 (five US firms). Across all firms listed on Clutch, US companies average $50 to $99 an hour and most firms worldwide charge $24 to $49 (Clutch, September 2026). Published MVP prices here range from Horizon Labs' $5,000 to $30,000 to Sthenos' $25,000 to $60,000 for a standard MVP. Deepsel's prices are flat: $3,000 for the sprint, $8,000 a month for a full-time senior engineer, $15,000 a month for a fractional CTO with the team. Our MVP cost guide has the wider market.
Should a startup pick a US firm or an offshore one?
Pick on who is accountable and whether the overlap hours are stated, then on price. Clutch clients of offshore firms rarely complain about the clock once they chose it with open eyes: "It would be nice to have that connection during normal business hours. But, we're getting 4 to 5 additional resources for the price we'd pay in the United States for one resource" (Clutch, January 2020). What buyers punish is concealment about where the team is. Nine firms on this list are US-based, four are in Europe, MTechZilla is in India, LOW/CODE Agency doesn't say, and Deepsel is a Delaware company with engineering in Hanoi.
How do I read a Clutch profile without getting fooled?
Start with the review dates, not the count: two reviews from 2018 tell you less than nine from the last two years. Compare the band fields (team size, hourly rate, minimum project) with the company's own site; several firms here show different founding dates or rates in the two places. Make sure you have the right slug: horizon-labs and horizon-labs-0 are different companies, and upsilon-labs is not the Upsilon that other lists name. Then phone a reviewer.
Is Deepsel the best company on this list?
For a non-technical US founder who wants the price on the page, the code in their own accounts and one senior person answerable for the result, we think so, and that's why we built the page. If what you want is a long Clutch record, Chop Dawg, Simpalm and Sthenos have far more public reviews than we do. A $25,000-plus build with a US team in the room points to E8 Labs or SPARK6. Read the "what to check" line on every profile, including ours.
Did any company pay to be on this list?
No. Nobody paid, nobody was asked to, and nobody was told they would appear. We found the firms through the lists that rank for these searches and through Google results for related terms, then filtered them by the four criteria above. Deepsel is the publisher and is listed with the same fields as everyone else.
If you're a non-technical founder choosing between these firms, the cheapest way to find out what we're like is the $3,000 one-week sprint on an existing prototype, or a free 30-minute call with Tim if you're starting from nothing. The software development for startups page has the prices, the process and the guarantees, and the MVP development and AI MVP development pages cover the two most common first builds.
